You said it FDD, not me unless i'm stupid and forums somehow need petabytes of storage running at optimum temps and all that lot. As has been said, rollitup could be run from your cellar, it could be run from in my grow cupboard. The only costs which might be possibly expensive would be the bandwidth requirement but even that is a non-issue due to the amounbt of competition to offer cheap hosting.

they cant block ip addresses? private trackers do it all the time. got banned from a tracker, set up a new account at a friends house..couldnt log in to that account at my house..

Last i checked static IP's were not common and not as cheap over here, we just turn our router off and on and we have a brand new external IP address

They can still ban a dynamic IP by range. Proxy is really the only way.
