C-99 seedlings

I have 4 seedlings going. 3 healthy, 1 looks weird. What is this? I can post more pictures, more information if needed.

Cinderella 99
Week old
Light - mixjoy gl4000s
4x4 tent
Exauhst - 6 inch inline fan
5gal grow bags (should have started in cups I know)
Tower fan on 1 pointing towards the wall of the tent.
So far only water twice.
First watering was half gallon each bag
Second watering was about a half of red cup worth around seedling - way less
Water - RO ph to 6.0
Medium - royal golds kings mix coco blend

The other 3 seedlings are way healthier, even have grown significantly more than the 4th I listed a picture of. I didn't want to put the others up to prevent confusing people but I can if needed. 1 of them is doing really good as it has 3rd set of leaves "I believe" coming in.

So far I can only assume over watering even though I have barley watered idk I put a small fan on that bag to blow some air in there for the roots.

Temp/rh stays between 74-79 and 40-60 rh
I use a combo of humidifier, central air, and a quartz space heater to keep it right where I want it.

This is my first indoor grow, and my first from seedling. Last grow was outdoor 10 clones (all made it, 300g, around 2 1/2 month grow maybe 2 3/4 late start) that was my first ever grow.

Hoping for some input.

One of my current seedlings was slow to start and had weird mutant leaves, but a few nodes on and its new growth is fine and it's perfectly healthy. Just don't over water it or give it too much light as a seedling. I see a lot of people burn their seedlings here these days with LEDs.

Yes someone made me aware of a tiny discoloration 2 days ago so I backed my light up a bit. It's now back at 30 inches at 35% it was at 18 inches 25%. I had stretching in the beginning and that's what prompted me to move it closer. All seems okay now. It's at around 9-10k lux.

You guys are awesome on here man, quick responses. Here are the other 3. These pictures are a couple days old, and there is significant growth since then. Amazing how fast these little buggers can grow. I will update if you guys would like. Maybe I should start a journal on here. First indoor grow & all
