umm you mean Gerry-Mandering. its totally different.

further california has been is solid democrat control since the 1800's. our legislature and state senate havent been in republican hands since the territory became a state. our congressional districts WERE gerrymandered, they took some of the most bizarre shapoes you could imagine, and the redistricting was demanded by THE PEOPLE through a referendum, not by the republicans who represent a small portion of the people of califorina.

the democrats in power resisted this change but now all they can do is whimper and fight amongst themselves over the scraps.

california congressional districts are now overseen by a board of citizen redistricters and a sitting court judge to ensure theres no shenanigans, this is anti-shenanigan precautions, not pro-shenanigan trickery.
