i dont think there's any way this is possible, you gonna yield like a quarter zip. @209 Cali closet grower is right about needing quite a few and def get 6500k!
Can a 9 watt cfl grow a plant?

Ok thanks.....so how many 23 watts cfls would it take for flowering?

it's not an issue of watts. you put a bulb that's 9w at 6" away and a 18w at 12" will do the same. it's about light distribution. if you want to go with that low of wattage, i would get as many bulbs as you can that will fit the power strip youre using. as your plants get bigger there's no way those lights will penetrate the foliage. you might want to use lights on the sides during flower which would add more.
