Can I flower this plant at the end of the month?

Will this plant be ready to put into 12/12 by the end of the month?

It germinated sometime in June. I planted it in the ground outside and then it got spider mites, so I put it in a pot instead which sort of stunted its growth. Anyway, it's doing good now and growing a lot of new branches.

I now have it inside under 4 6500K CFL's. I have space restrictions and I've been reading that they double in size when in flower.

This is my first plant ever, I could use any advice I can get please.

when it gets bigger in the flo-stage its called the "stretch" all plants do it to varying degrees

I clipped a small branch (clone) off of it and dipped it in some rooting powder and put it in some moist soil. Should I let it take root first or can I go ahead and put it in 12/12 to determine sex?
