Yeah, I know that may seem harsh but let's get down to it...
There is an entire section on this site about how to set up a grow site. There are 10k pages of very useful information.
How much thought did you put behind what you have going there? You have two seedlings inside the same, very small, container, you have aluminum foil all over the place. Your light is just about as bad as you possibly can get. Despite numerous people telling you it is stretching like crazy because it is MUCH too far from the light, you aren't listening.
Just about every step you have taken is a step towards the cliff. There are many, many reasons you aren't having success.
If you want to grow MJ, you need to completely go back to the drawing board. Learn as much as you can from successful growers who are posting right here on this site, and then start your learning grow.
So, to start, you need to work out a grow area. Keep this in mind. You want to set up your indoor grow as close to possible as a perfect spring day. Walk outside and take a look around, walk back inside and look at your set up, on a scale of 1-10 how close are you to a perfect spring day?
You want a nice bright light spilling down on your babies. You want, good, draining soil to nurture it's growth. You want a steady temp around 80 (during the day) dropping to around 65 at night. You also want airflow like a nice cool spring breeze. Not too strong, but enough to thicken and strengthen the stems.
Basically you have junk stacked on top of junk and asking how you can get something worthwhile out of your junkpile.
