iv never tried it,, to scared il fuck my plant up.. but wanna know how to and whens the best time to be doing things like this.. my lil plants are approx 3 weeks old from seed..

From what iv researched for when i top mine on my next grow you just cut right below the top growth (where the main cola will develop in flower) when the plant has atleast 3 sets of branches in veg. (3 sets high i meen) sounds simple enough to me bro and il definatly be doing this next time round. Just make sure its a nice clean cut with sharp scissors, il probably use a sterilized stanly blade just to be on the safe side.

i got alcohol wipes ,, will they be good enuff to wipe my scissors with before taking the top?.. .. so the new bit of growth is the bit i cut.. the two new lil branches type things??? ,,, i feel i know what 2 do but just wann be making doubly sure before doing it ...

Check some of the guides here for sure. You may as well wait until there is more leaves, so the plant doesn't have to replace a larger percentage of it's foliage. Have you considered the FIM technique? Very low stress, easy on young plants. Or better yet, don't hack away at your plant as it's growing! Pruning is completely unnecessary and the plant will be happier. Tie the top of the plant down low, bending the plant sideways, and you will achieve the same goal as pruning. The only time I ever prune is if a leaf has bugs, is dead, or if I'm growing sea of green but that's a whole 'nother story...
