Can Old Bulbs Create Disorder?

have grown in hydro and coco with different nutes in the past year or so but the same problem comes back. the leaves goes pale green betveen vains and a little bit pale over all,and than browning at edges and die. this affects those cosest to the lamp even do its not to close, nice temps at the tops. flowering at day 10 now and it starts happening again their going ligth green.

having trouble remembering when i changed bulbs but it is at least 12-16 mounths ago, so my question is will an old bulb just yield less or can it create a disorder?
