Nice guess milehigh..but ultimately incorrect. The other two hit it spot on.
You need to up your nute strength.

Check your ph or calibrate your ph meter but that probably isn't the issue because N is pretty much always absorbed unless you REALLY have things fucked up.

And if you do have things really fucked up, I would say root rot from too moist of soil. Soil should almost be dry before you water.

the soil is almost near enough dry when watering and my ph of tap water is around about 7 because im using bottled water

Plants that small hardly need any nutrients, especially if you're in soil. Fix your pH and they will recover (bring it down to 6.5ish).

cheers people im only adding 1ml to a liter and there going between four plants that are about 3 weeks old from seed and about 4 inchs -5 inchs tall
