One of the reasons its not getting a lot bigger is you started it in way too big a pot, its busy trying to fill that pot with roots, and won't do much above the ground until it does, then it'll start growing again. If you're going to recenter it, just put it in a smaller pot when you do, let it grow a good tight rootball, then transplant into the pot its in now
