Can you have too many watts?

well i would say u have way more than necessary but if heat and electricity and adjusting all of those lights isnt a problem for u then go for it but between the mh and hps ur cover and have a good wide spectrum i think the cfl are unnecessary but if u want it

yeah that does sound a little excessive but i'm sure ur plants wouldn't mind. how you going to keep all that cool enough anyway?

Short answer, NO.
Slightly longer answer, just as long as you can control heat, the more the better.

i've got a glass sheet over the MH and i tied plexi-glass over the HPS and have ducting blowing on top of it. i dangle the cfls closer to the plants and i'm thinking of building a plexi-glass sheet to cover each dangling set the whole purpose is so my the lower foliage can get the most possible light from as many angles as possible

yes you can have to many watts. eventually you will get light burn, and thats not from heat. your plants will eventually turn bleach white and die. you are no where close to having that happen though.

k you scared me for a second, my goal is to have enough light penetrating the top leaves that it's enough minimum light for the lower ones. need to hook all my lights up to a rotating/swinging concoction or something so all leaves get some light
