can you start off seedlings in 12/12? how long?

I have 2 maybe 3 weeks left until my mother plant finishes flower
next set of seeds have been delivered
considering i've got 1 seed of each strain to make clones again which takes a while I wouldn't mind a head start
I have clones at the start of flower in a seperate tent in that room so i won't be drying in that tent i'm going to hang it in a seperate sealed cold room with a small exhaust and filter so as soon as i chop i can switch that tent to 18/6 for the new mother plants

I would like to start off in one of the 12/12 tents i figured with the strong amounts of light it will be okay as the seedlings will be a lot lower than the canopy and it will only be getting 12 hours so it will even out the DLI
i'm just worried that if i start now they will go into flower as tiny plants
does anyone have experience with this to advise which is a safe amount of time to have plants (photoperiod) in 12 12 without activating flower? i hope someone can say 3 weeks as i'd like to start germing now :)

They can't flower until they are hormonally mature. So as seedlings they'd be safe with 12/12 but you'd slow down the growth a bit although you'd probably still be ahead. At three weeks you're just entering veg growth so you should be fine. 6-8 weeks is when they begin to show sexual maturity. Seedlings are pretty fragile make sure your flowering light doesn't burn them up.

Good luck with your grow.
