They are 23 watt light bulbs meaning they are pulling 23 watts from the socket. The 100 watt is basically saying that the brightness of the 23 watt is equal to that of an 100 watt incandescent. They put this on the box mostly for people who want to switch out they're incandescent light bulbs but do not know what watt cfl they should get.

the 23 refers to the wattage used by the cfl. so a 23 watt cfl putts out as much light as a 100 watt incandescent but with a 1/4 of the wattage used. 23's and 42's are good

I agree with tomahawk, cfls seem to go up exponentially in price with higher wattage. I personally used mostly 23 watt and a couple of 46 watt throughout my grow ( https://www.rollitup.org/grow-journals/254132-diesel-ryder-cfl-grow.html ). One thing about cfls is that you want them as close as possible to the plant with out touching the plant (within 2-3 inches). This does become a pain when I had to start adjusting my lights everday, but my yield was better than most people who use cfls. Looking back on it, it would have been cheaper to go with a low wattage Hps. I thought I was saving money, but I must of spent $100 on sockets, y-adapaters, cfls, wood to mount the sockets, and string to hold them up. just my 2 cents.

^^^^^^^^^^^^^^^haha, right back at ya man......... if your planning on a decent operation, save yourself time and money and go hps. i did the same thing my first grow. i had my set up with 4 42 cfls and realized i wanted to add 3 more for flowering, then i wanted to double on the top cfls, so i bought y adapters and blah blah blah blah lol. if your gonna have more than one grow over time, just get hps.
