CFL's for SEEDLINGS?

Hi, i'm looking to use a few cfls to get some plants started. 4 seedlings which bulbs and how many? Thanks

One 23 Watt 6500k CFL one to two inches above each one.

I would make a light fixture out of a light socket and some light bulb wyes. Add multiple lights they would veg nicely if you had abou 8-12 bulbs.
