CHEAP grow room

I am low on the dough (which can explain why I am doing this) and need a low cost grow-op.
I see you all have some high tech shit goin' on but I've only saved about $50 of bread.
I already got the seeds.
Soil I'm using now is shit. Random dirt and compost mix. I know. I know.

Not quite sure what type of lights I need. I have two 13W 120V.

What is some cheap but GOOD soil? Cheap lights? Cheap nutes?

I built my own cfl light fixture. I got 2 x 3 packs of cfl bulbs on sale for 8 each. I got some lamp sockets for 3 each. 3 of those. Then 3 Y splitters for the sockets to allow 2 bulbs n each socket. Those were 2 each. And one male plug end and wire nuts for 5. 36 bucks so far. I used wire that I dug out of a scrap bin at work. Some real nice 16/2 insulated wire. U may have to buy that. It's all set up on a 1x4 with just a rope and eyebolts as hangers. If you want more details let me know. I'll try to add pics tomorrow.

Hey i got 3 cfls running on my plants soon to be 5 : D. I went to lowes today and bought lampsockets you can plug into a plug. I got a powerstrip and 5 of them along with 3 more 100watt eqaul cfl bulbs at wallyworld for 8 9 bucks plan on mounting the powerstrip inside of a 3ft by 20inch box i built should work very good. I got the wood from a pile i had. Added to fans in the back to. Which are computer fans hooked up to 12volt adapters and they work great : D,
