I would cover the cube with foil or something to keep it from wicking moisture away into the air and to prevent algae. Light + nutrient + water = slime

I think that you are wasting resources, but I mean it in a good way, just to advise. There is no sense in rasing seedlings under an HPS or MH lamp. You are having to keep it so far away from seedlings that you might as well just use 48 watts in fouros and have the light right on top of the plant. It would be much more beneficial. I would aslo suggest that you build you a transition DWC unit that is only about 6" deep. You have almost 10 gallons of water supporting two little seedlings, when it should be more like one - two. Those buckets should be introduced to plants that are 4-6 weeks old from seed.

If that is your permanent grow area, I would tarp the floor with a water proof tarp on top of newspaper or another absorbent material and paint those walls bright white of put up some panda poly or mylar. I prefer panda poly because i can get it wet and wipe it down, no problems.
