Well i dont think you could grow tomatoes under that or even those. For much less you can go to lowes and get those metal reflectors and socket for like 10 bucks, then get a pack of the highest wattage CFLs, you want the spectrum to be over 4500k, or cool white/blue. A pack of 4 i think is 10 $ 4 lights will suffice for one plant. More is better though.
Also you can get adapters so that you can put two bulbs in one reflectors socket. Lamp

for the cheaper garden CFLs are a must.

very inexpensive, and they get the job done.
