Clipping of lower buds

i have 4 week into bud plants i have been told to clip of the lower smaller buds that wouldn't amount to much so it will alllow more energy to the upper buds to make them bigger.

i think it retards growth instead of encouraging it, thats my opinion. I only prune during veg.
