Dude! Those pipes and wires are strangling the plant and keep it from growing upward. Get rid of those. Also, try to find some soil that doesn't have so many rocks in it.

have to agree with low budget. thay do sell nylon wire mesh thats finer let more light through. is this an attempt home made scrog? the mesh is cheap. does look nice and healthy.
