combining sodium bicarbonate with neem for (PM)?

Is there any reason that combining sodium bicarbonate with neem oil would be an issue?
I have contracted some PM, I have never dealt with it before. It is imperative that this grow is successful. If there is a better option please mention it. Thank you.

Try a 10% milk to water solution. Make sure that to use whole milk. Just mix it up and spray down the leaves. You might also want to harvest a bit early to avoid it creeping into the buds, once it gets into the buds its all over!
