Confused?

I have some bag seed that are around a month old. I was looking at them this morning and I noticed a few very small white hairs. Do some strains show signs of sex early, or is something wrong? I have them outdoors and they get around 8 - 10 hours of direct light everyday. There are only two plants that are showing these white hairs the rest don't have them. I'm confused? I think that where I live I'm getting around 15 hours of day light. Any suggestions would be appreciated.

Yes. There called "pre flowers".

I know they are called pre-flowers, but at less than a month old? So is it normal for some very young plants to show signs of sex this early? I thought that when the days shortened is when they would start showing sex? I just thought something might be wrong and they were going into flower way to early?
