honestly you could run x4 400w in that room with one 8" fan and hoods. the ballasts can be pretty cheap you can get those off off CL google DIY high bay grow light.

but 2 400w aint shit, might even be able to go no air cooled hoods.

my original budget was $300 for all the equipment including seeds but now i have a lil more money coming in HOWEVER......i still only have a $250 around that area for lights now. i'm sure i won't get 4 complete 400w set ups for the price. i'm thinking i'm going to get 2 600w kits off ebay and be done with all this speculation......worse case scenario i'll put some red panels on the sides of the flowering plants for cheap when the time comes to "maximize" my yield but yeah. i just want to go the safest route for the yield i want and not leave anything up to speculation

Dude you get what you pay for don't go cheap it'll just cost u more in the long run and be left with a bunch of junk
