It looks like an air pump for air mattresses. They just put a bong stem on the intake side. That what it looks like to me.

Aquarium water pump with a ghetto-ass bowl

it's an improvised autopipe, though the problem with it is that it's a WATER pump, so running it dry is gonna make it overheat and fry in no time (which, for the record, is exactly what happened)
