Well I had my plants outside for 4-5 days with me doing nothing at all to them. They stretched a little and some leafs got ripped. Well I finally got my setup ready, 2 flourscent 4'' tubes, and 3 CFLS on em. They look pretty healthy still but some leaves are turning up. I had buried some of the plants to help them from strecthin. But it seems like the plants arent really growing at all under 24/7 light. Any help?

Be patient, and let them adjust. While they were outside, they thought it was Autumn, with the darkness at night. They will bounce back after they get used to the lights.

if you had them outside the have to ajust to24/7 first again, it isn't the best way to veg with anyway if you ask me, rather go for 18/6;)

if leaves curl up, the sides curl up, it is generally a sign for heat stress, do you controll temp in there? if not check it!

stretching is normally caused by not efficent place lighning of the plant or in odd cases from wrog spec of light. for veg use only cool white, 6500K;)

You may have a light too close then. cfls are pretty safe heatwise, but they can still burn the hell out of a plant if they are too close.
