Cutting buds & leaving the rest??

My last grow went ok, but i found that 6 to 8 in. down from the canopy where small,undeveloped buds which did not yeild good buds. On this grow, my second I was wondering if i could eighter..."cut just the "bigger buds off and leave the lower ones on to grow some more, "bigger" is this possible and if so how do i go about doing this?? Or can i "Cut big good buds and then "revegg." the whole plant & if so how do i do this, where do i cut, how much do i cut, ect. ?? Pic brelow are of my new grow, 40 days from seedling. 7th day flowering. I am growing in a closet 3x7x7, 400wmh(veg) 400whps(flowering) FFOF 3 gal. pots, FFOF 3pak nutes,

It works but it takes just as long almost as starting over. Your better off taking the experience as a learning factor and just clone, clone, clone. Have you ever tried LST? LST with clones in my opinion is the only way to grow.
