Cutting roots??

I'm new to the site and I have a problem. I live in Florida and for some reason this year it decided to be way colder than normal. I planted a seed december 26th in the middle of winter because I was impatient and wanted to grow. It is now april and my plant is only 4-5 inches tall but has pistels and is a female. I changed the soil a few days ago and when I was taking the plant out the roots were about a foot long? Could this be from the cold weather? Is it safe to cut the roots because they are longer than the pot I have them in?

funny thing cutting roots stimulates root growth---I do it at clone time---they call me the clone ranger kimosabee "self-proclaimed that is" I agree with a transplant big enough to accommodate its root system (shock will make it go crazy (bad) from cutting roots pick up some b1 as if you are looking at the root system you are not doing a quick swift t-plant---you cant leave the cavity open that long in surgery and not pick up a virus or at least create shock. scrpt~ 1 oz to 1 gall at t-plant times 3 sizes of container Ph balanced 6.5 water Ok to Epsom salt for plants too @ same time No food till maybe next water or even after that. Food is in new soil Epsom brought needed metals and b1 protects virus/rot and helps stress and shock---Humans B12 is good for stress
