Not a led but a silicon chip generation 22w in heat, so numbers are a bit off but I figured the comparison could be interesting.
No fan, alu cool plate (and alu heatsink), some tim. Ambient temp 21C.
3500rpm fan, left alu plate, right copper.
Under water (as in fully emerged, no air)
Heat sink uncovered. Two 5600rpm fans on both sides pulling air out of it (which would be more effective on top). I don't have snapshots but without fans the heat increased with 50% by closing up that long heat sink with plating.
Water... emerged...
Time to let my computer cool off...
