yes, it looks healthy - tho i see two leafs having some problem (white flies or too close to a fan). I'd go for 12/12 indeed. It looks small but at 30 days into vegging she's quite mature and ready for the next stage. Even if she'll grow larger it won't really help. Good luck and hope that the root stress you gave her in her early life won't turn it into a HE:-s

Hey dude I would strongly recommend testing the ph of your water. If you start monitoring your ph I promise that girl will start growing super fast. You can get a cheap chemical solution test kit that is pretty accurate.
She does look pretty healthy. If it were me, I would wait a bit before switching to 12/12. Good Luck
