This OP is referring to Rhode Island, who passed decriminal which goes into effect this Monday. The bill which failed before was re-introduced, by of all people, John Edwards, not the disgraced democratic who ran for Vice President with John Kerry in 2004. This was the 4th time this bill was introduced, this time it passed somehow.
Basically possession will be a $150 fine and confiscation of marijuana. But like many states who decriminal, not that there are many, most have also threw in driver's license suspensions as punishment as well.
