Dillemma with Fan Leaves

I hear different opinions on taking off fan leaves will be better for the plant and some say otherwise.

I need some expertise on this.

Is it better and give out bigger buds? Or does it hurt the plant?

Also, other than T5 which fluorescent lights has the most lumens and work well with cloning. And it should be 24/7 lighting?

good leaves equal good buds. 18/6 is what i use for clones and seedlings. i don't want to run the lights 24 hrs for cost reasons. clf's work fine, i like the t5's and you can also use t8's.

If I leave the fan leaves alone, they seem to get too big and cover the lights from other plants.
