Dimming the light for part of the cycle?

Does the light have to be at full wattage all the time?
Suppose I am in veg. Can I run the light at full wattage for 10-12 hours and dim it down to 50,30,10% for another 2-6 hours to prevent flowering?

If so, how do I decide how much to dim it by?

A lot of people will start with their dimmers lowered during the seedling stage, and slowly work their way up to max output during late veg into early flower.

I wouldn't suggest dimming it up and down daily. But dimming it up/down to better fit the life cycle stage of the plant is perfectly fine
