distance from light?

I have two 42w CFL's over my plant and wondered how close is too close. It is only 11 days from seed and when I had it outside for 1 day it was perky and nice looking. When I put it under the CFL's it seems kinda droopy. Could I have the lights too close? I understand they like sunlight the most but my other plant didn't do this under the cfl's

if you got 2 42 watters over it then its not the lights...no matter the distance...what type of grow area is it in....could it be overwatering?...could it be too much heat?what type of light cycle?too many variables without more info.having the lights too close wont cuase droop...if its too close at most you might burn the upper leaves...ive had leaves that grew into my lights throughout the day...and didnt have any damage.

I think I narrowed it down,, too much water. I was watering at least once a day and spraying some super foliage spray on the plant and in the soil. I am gonna skip water today and maybe mist a little tonight. I have it in a 16oz party cup and it is almost 3 weeks from seed. here are a few pics.
