Although rather small, they all look like they have some new growth poking through. Can you let 'em go for a couple more weeks then see if they are keepers?

They dont look like they're too far gone that they need to be tossed.. but they definitely dont look great.
What is your grow medium, water pH, watering schedule, nutrients given (if any), light type/distance?

Just by looks you need more light and less watering, environment plays a big role in growth as well I keep my room at 73 degrees and night time is 67degrees with lots of airflow higher humidity in veg I like mine around 65-70% then in flower I go below 50%. If your feeding nutes less is more in the beginning.
