Lower them all so there in the water or just add water.A good tip as said already is soak in cup of water 24 hrs first.
A temporary dome will also help but raise water level so they drink.

I use Clonex or KLN solution in an aerocloner. Not gel. Might be marginally faster than straight water. Either way is highly successful. A dome is good if you are rooting in plugs or starter medium.

Most of them perked back up

I took the dome off and a couple days later they are drooping again. I put the dome back on and I guess I will wait to see if they perk up

You dont take a dome off you prop it open for few days first.
