That N P K fertiliser is extremely powerful, I'd be very careful how you use it. As a general guide, as long as your soil is of a good quality, you shouldn't really need any nutrient supplements in the first 2-3 weeks of the plants life as sufficient nutrients should be in the soil for that length of time. The only time you need to start fertilising is after about the 3rd or 4th week of vegetative growth and that also depends on whether you've repotted the plant into fresh soil or not. Frequent waterings of soil has the affect of leeching nutrients from the soil, that's why they need to be replaced.

That fertiliser is only suitable for vegetative growth as it contains high concentrations of Nitrogen and if you do use it, I'd dilute it down to about a 1/4 or less of the recommended doseage. You need fertiliser with high concentrations of Potassium and Phosphorus and very little Nitrogen for flowering.

I agree, I don't often prefer the lazy high either. Here's something on what I was talking about, although my grow book goes into alot more detail about it(and just about everything else).
