Easy Question About Young Plants!

So I had a few plants that I gave up on due to the fact that I made a lot of newbie errors, but I decided to have another go, so I germinated a seed..I tried to germinate it at first, and after 3 days I saw nothing. I forgot about it, then tonight (maybe 6 days later?), I checked on it and it's fully sprouted with 1-2 inches of root showing. I immediately transplanted it into a soaked pot, but now I am trying to decide how to get it to grow properly. I have it under one 23watt CFL 4-6 inches above the pot on a 18/6 cycle. I have 8 23watt cfls and a sweet setup for a few plants, but I just want this one plant right now. Does this sound OK for a young plant (that hasn't even sprouted from the soil!) and for once it is out of the soil?

Monkeyfloss - 8clfs AND a sweet setup! Also, isn't 184 watts a bit much for one plant? I heard it should be about 100watts per plant?
