Electrical problem with new fan(only pulses on and off)

Ok so I got this fan and a 12v 3a power supply after reading up on them couldn't really find anything negative about them for my size space ect. It would be perfect if the damn thing worked. I have got to be doing something wrong. Any help would be great, got my seeds Germing and this was the last thing I had to install. Linkage blelow for tech specs and all that.

black wire goes to negitive side of power supply, yellow to positive. if it doesn't work power supply or fan is bad
just read tech manual. what model do you have? some need more than 3 amps

That page is the instructions for that model, I kno when I read the instructions it calls for a 4amp fuse but I thought that would be built in my power supply. It's not the fan I don't think and it can't be the power supply, I have two just for a back up? Can you look at the specs again? Should I get a 4 amp fuse for it?

2.6 amps nominal. that means that is what it draws when running. a motor will draw double or triple that at startup. sounds like your power supply has a built in circiut breaker so when you try to power it up, it draws too much and trips the breaker,after 1/2 a second, the breaker resets and gives the fan power for another 1/2 second till it trips again. sounds like you need a bigger power supply.
the install manual shows 3.1 amp draw

if you are going to shop for a new power supply,I would suggest looking for a 5 amp or larger.when you run a power supply at full draw for long periods at a time,they tend to overheat & not last long.
btw nice fan, how loud is it?

not sure I understand this. you have 2 power supplies? you can hook both up to the fan to test or get by for now but for long term use,I would get a bigger supply

I really wish I knew how loud it was. I actually found it on this board I think in the great deals sticky. Yea, I have two identical power supplys they came in a two pack. At this point i have thrown in the towel, my babies are Germing in rockwool and will be poping soon so I'm going to unmount it and put in this massive 120mm case fan. if anyone has had success or gets one to work feel free to pm me or post the make and model power supply cause it will be going in my next gen. Project
