Electrical question n

I have a 5 foot 6 bulb T5 light fixture and plugged it into a killawatt and it read 248 watts and it was pulling a little over 4 amps plugged into a normal wall outlet, I then plugged in a diy led and it read 200 watts and 1.6 amps, can someone explain this please?

That 248 watt T5 should be drawing 2 Amps from the 120 Vac wall outlet. I don't have a Killawatt. Does the Killawatt reading change if you move the T5 away from the Killawatt?
