Encouraging root growth?

Dark periods. 18/6 will likely allow for faster root development than 24/0.
Ethylene (female flowering hormone) and the hormone which controls roots which is eluding me right now dissipate in or are less present in parts of the plant that are exposed to light.

Mycorrhizae, if you're organic.
Im on a 20/4 schedule right now, thanks for pointing that out, another thing I hadn't considered!
 
I use to have the same problem, all i did was switch to coco pucks and now i don't have any problem, i found that the rock wool would either dry out or would stay to wet and it wouldn't give the clones or seeds any chance to take off because they where always fighting of the problems of being to dry or to wet. That's just what worked for me :)

Yeah I feel like that is tbe same issue im having. I didn't have issues when I was in soil and using those degradable pots (I forget what they're called, but they're small pots that the roots can get through and then you plant them directly into your soil and they eventually degrade)

Just for future maybe if your going into soil or coco maybe go back, I could just be shooting in the dark but i am a believer of if it aint broke don't fix it haha

I was in soil but I hated the mess and decided to go to rockwool on my second grow. Even tho I fucked up my yields were substantially better. Got all over 6 oz per auto with rockwool, soil got me only around 4. Probably should've gone coco first but damn im a messy guy haha.
