ever had a plant that wont flower????

I grew a plant last winter from some seeds my friend gave me and it looked good up untill about 8 weeks into flowering. All my other plants flowered and this one looked like it was just getting started so after like 13 weeks i got tired of it and stuck it outside in the sun and left it for most of the summer. i put it back under my hps lights with the rest of my plants and after 6 weeks it still wasnt flowering but it was def a female plant. it had alot of brown dead leaves and stems but the green part still looked pretty healthy, All my other plants that were with it flowered both times. The plant looked mostly sative but the fan leaves only had 3 to 4 fingers on it. alot less than my other plants. i got tired of messin with it and just chopped it down but has anyone ever seen this???

maybe it was bad genetics, or maybe it got a disease. and maybe even switching from inside to outside back inside messed up its veg/flower cycle.

well im sure it didnt have great genetics but it was the first strain i ever tried to grow so i wasnt worried about it. It started under cfls and then vegged under a 1000W MH and flowered for i think a total of 13 weeks before going outside. i dont think the switch is what caused the issues. I'm kinda wondering if the brown/dead part of the plant had botryis(sp?)
