fan leaves curling into claw/talon shape

OK... maybe I'm overreacting, but I'm guessing that sun leaves curling into this shape probably aren't a good sign.... any suggestions?

Grow room stats:

Dual T8 18" Plant/Aquarium Florescent lamps (shitty, I know)
Occasional use of Miracle gro liquid plant food
Watering with bottled water
Strain/family unknown
approx. 8 weeks old from seed

Any info would be much appreciated. Thanks

tested the pH a few weeks ago and its in the correct range...around 6.0-6.8. Im using an organic potting soil/perlite mix @ 4-1 ratio. I have had a successful crop using the same lighting with no issues. plant food is Miracle-Gro Liquid All Purpose Plant Food (8-7-6)

early stages of Nitrogen claw. too much nitrogen. flush, and continue feeding half strength or quarter. GL!

looks abit of heat stress maybe ? hence the folding like a blade of grass in the hot sun u need to get some good air flow looks like u have none with causes stagnent heat
