Yes, its called a fan controller, they cost 30-50 usually, you can grab one at a hydro shop. You just plug your fan into the fan controller and plug the controller in a regular outlet and your good to go. They can also be used for water pumps, drills, things like that.
They are definitely a good investment, using oversized fans running at half speed is way quieter and more efficient then a smaller fan running at full speed.
Control Wizard is a good brand that makes them.

WTF....That's insane.... $50 dollars for fan controller.
Dude go to HD and buy an $8 Fan Dimmer switch, you'll have to wire it yourself. Not that hard. I made mine in about 15 minutes.

It was only $25 on BGHydro.com sorry. They are way better, and have a replaceable 15 amp fuse. These controllers are nice because you can quickly disconect them, they are prewired, you can use them for water pumps, its not a fire hazard.
And you dont have to wire a lighting dimmer switch to your fan.....

I have to disagree with Bongjuice. Get a proper controller made for the job. Light dimmer switches are bad for a few reasons.

Yea if you get something that was not for what you plan on using it for it could go wrong. anyhow you want something that changes the hz(hertz) not the voltage. a piece of equipment, especially a fan, will burn up fast if the voltage is too low or too high. frequency changes wont hurt the equipment though.
Picaso the fan controller you linked to says for use with brush type motors only. what is a brush type motor? The fan I have is an older model of this one Kooltronic KBB64-64 Double Centrifugal Blowers . Most of the specs seeams to be the same. Same volts and HZ anyways.

Brush type motor is a type of electrical motor, basically electricity is applied to the motor to make it spin, these types of motors can be adjusted, like how your oscillating fan probably has 3 settings, drills are variable speed, most water pumps, they all use brush type motors. Its the simplest way to make an adjustable electric motor.
And in case your wondering, yes your fans, all blowers and duct fans will be brush type motors.
