I too have been pulled over a couple times without my ID and wasn't pestered, but I'm sure that's only because the cop believed me. He probably could put me in custody and hold me for finger printing to verify the information if he wanted to. Cops get false names everyday. Even if you don't carry the ID on your person, you already have one.I got a better idea.

Statistics can be misleading and flawed. I could say poor people are more likely to be criminals too, and criminals are probably more likely to not carry ID. Just like they say marijuana is involved in x amount of deadly car crashes, it's propaganda because some percentage of the population is always going to test positive for marijuana. So say 25% of the driving population uses MJ and 20% of all victims tested positive for THC....well it sounds bad when they say 1/5 crashes involve MJ, when statistically they would be involved in less deadly accidents compared to the average rate of MJ users.they are more likely not to have one when compared to the rest of the population though.
