Soil:
Seedling and early veg ill be using straight happy frog.
My soil is a 1:1 ratio of fox farm ocean forrest and fox farm happy frog for flowering and later veg.

I saw a root poking out of the bottom of the rock wool so i transplanted into 100% happy frog.
After another 2 weeks ill be transplanting into a my 5 gal smart pot and lettin her ride.

Looks like a nice setup. I would wait to see how healthy the plant is when it gets to the 4th node. Also, you will want to see how much branching you get from the nodes below where you will be topping. You want to see enough healthy side branching so the plant can start growing vigorously again after you top it. I am guessing you will be good at the 4th node but you are weeks away. If you will be topping again after that I would wait 1-2 week minimum.

When can i introduce them to the HPS?
I was thinking start them under a 250w setting first and then into the 400w around 3-4 weeks veg?

My ballast has 4 settings, 250w sl, 250w, 400w sl, 400w.
What is the difference in sl and regular wattage?

Looking healthy, they are stretching a bit though. The first thing I would do is slowly introduce them to the lower humidity outside the dome by moving to one side to let more air in. You can slowly increase the amount of air they get so they don't get any shock. As soon as you can I would also get a small fan on them to toughen up the stem, you could start by blowing the air indirectly at them etc.

As soon as they seem like they are are acclimated to outside the dome you can put them under the HPS on the 250 setting about 20" or so away then move the light closer a little every day until you are about 12" away. I have only ever used a 400w and a 600w so not exactly sure how close you can get initially, maybe someone else has more experience there. Not sure what an SL setting is. Also, if you put a bowl of water in the tent it will raise the humidity a little if needed.

One last thought is when you transplant them you can bury some of that stem into the new pot, it will eventually root from the stem and you will have a shorter plant. Just don't let the stem get too wet when you do this.
 
Will get on that asap. Definitely does seem like shes stretching a lot. Gonna turn the fan on low tonight and make her dance a lil. Also, i was thinking the SL stood for sun light. I could be very far off but idk just a guess. Should try google.. Crazy my next question was about light placement for the seedling but you've read my mind lol.

Just got home from work to see she stretched some more! Leaves healthy too. I think shes getting used to the happy frog nicely.

Just turned the HPS on 250w. Temp is steady at 76. Cant seem to lower it...
Should i have my inline fan on med-high/high? I was assuming the faster i suck air out of the tent, the lower the temp would go.
Or should I invest in another small mount fan for the inside of the tent?
She is about 20 or so inches from the light as well.

Test it like a bottle of milk. (Inside of your wrist to the light) if your wrist is having discomfort then so will you're plant. I keep mine light 12-16 inches away. I just learned the hard way my first time. But you would notice it quickly if she's burning up.
