Those pistils look like they've been pollinated. All going brown and no new white ones around when at this stage there should be big fuzzy balls of white hairs on all your branches.
I'd be looking for male flowers on your plants, (hermie), or there's a hemp farm somewhere in your vicinity blowing pollen around. Could be miles away.
Those buds should be bigger by now but if pollinated they will just be maturing seeds and not growing lots of new flowers. I just cropped my plants that I accidentally over-pollinated and got way less than expected tho have lots of seeds now.

Rain won't turn the pistils brown. Your soil must be deficient in P an K then as the buds should be a lot bigger. If nothing else go to the garden store and get some ferts that are high in P and K with low N. Some tomato food can make a decent alternative. Should have had that from the beginning tho it may help now if it's not been pollinated.
Any idea what strain it is?

How long did you veg them? They look rather small from the pic, but I may not be seeing them right with the pics being so zoomed in. Yes you should have a very different looking plant than you do by now. You should have little white puff balls. Not sure why you are unable to get any bloom boost, but if you wish to get some for cheap you can order some jacks classic online. It works just fine, a lot of the old timers love the shit out of that stuff and it is easy on the wallet. You can get 4 pounds of that shit for like 20 bucks, and 4 pounds of that stuff is a lot being that you are going to use very little of it at time. Yes the N is a little high with jacks but plants still need N even when they are blooming. If you use Jack's start off at about 1/4 strength. If you have any questions about jack's there is a lot of threads on here about it, like I said old timers love it like fat kids love cake. Another good and cheap option for bloom stage fertilizer is GH MaxiBloom, I know a lot of guys who swear by that stuff. I have never used MaxiBloom but I have used jacks. Matter of fact are you using any type of fertilizer right now? I don't know anything about pollination as I have always grown in doors with clones so no chance of males, but old med user may be on to something as well. I have also added a pic of what your plants should look like right now hope this has helped good luck.

Thanks for the tips and good news got some nutes yesterday 3-5-6 not sure if that's strong enough but I have new pistils on almost every bud and all are looking bigger. I have 2 plants that just started to flower and one other that I'm not too sure about oredred Jack's today thank again

I had them in veg for a few months but I've stunted the growth on all of them didn't transplant soon enough and also when I transplant them the plant in this post the rootball fell apart and lost the bottom half of the plant

Remember what I said, with the jacks go easy on the dosing, it is not an MJ specific nute and if you are not careful you will burn the little guys. The old guys have been using that stuff since Jesus rode a dinosaurs to middle school so lots of info out there on Jacks.
