Well... How much are you willing to spend...?
Hmmmm.... I buy master gardener organic blend about $7 a bag and will fill about 8 1 gallon pots and no need to feed for first 1-4 weeks... depending on plant scenario, ie clone or transplant...

Miracle grow fert can be used if you want to stay on the cheap. OR bone-meal, fish-meal, and kelp-meal

As for lighting depending on the size of cfl's and how you're mounting them and the grow area you have you might want to consider a 250w hps or a 400 mh... I just picked up a brand new 400mh at the local grow shop for 180$... Its a little on the spendy side of cheap but DEFINITELY worth it :)

As for pots party cups work alright for seeds and clones... definitely want some one gallons... dont know if its worth the time to grow big enough plants for 3or5 gallon pots if using cfl's because once they get so big you're going to need to incorporate side lighting due to cfl's lack of lumens... Local nursery may have some beat up pots they'd give you for free...

If you don't know the PH of your water you will want to find that out and city was is known to fluctuate... mine differs about 1 point, not .1, throughout the month... so a handy ph meter is always necessary they do offer a cheaper alternative which is the dropper and the bottle thing...

Need some kind of air circulation... My first set ups ventilation was a cheap old oscillating fan that i taped cardboard to it to neck it down into a 6 inch duct... WORKED GREAT!!!

Hairspray or glue and aluminum foil on the walls can be used as a reflector in a pinch....

I also like having an arsenal of watering cans around dont want to have to guess how much water you have in your 2gallon bucket when your trying to make a 1/2gallon batch of fert or something along them lines...

Will smell be an issue?

a fan to put on your plants.
ph meter to test the ph in your water (you can get it in the pool section at walkmart for $5)
you will need more cfl lights. and make sure to use 5000k-6500k but really you want 6500k cus thats the best
a timer so you dont have to turn the lights on and off all the time
