I would wait. But you can top them now. Just kind of preference. And them being small for three weeks depends on what your vegging them under and the strain. They look healthy though so that's probably a good sign.

I am veging under 330watt cfl wich im gessing is the problem.
Ive used mh but ive found they streched mie then cfls but also grow faster.

Top above the second true node (don't count the cotyledons) when the plants are 5-6 nodes high. The two in the front might be ready...
 
The one in the back is going to be the mother so trying to keep it small.

Do I top above the second node from the bottom or top.
Bit confused

Don't top below the 4th node. Unless you're going to mainline you want to wait until the 4th or 5th node.
 
Looking great for 3 weeks.

Most seem to top at the 5th, I usually top above the 4th and then LST a couple of times for this kinda shape

You could try topping each of them at a different node so you will know first hand what gives the best results for you.

Any body know by experience

Depends on strain, light, an preference. From my experience you can never really yield more than a plant would naturally by mutilating it, you just even out your growth. So you get to choose, 1 big cola and all other nugs don't compare, or even out the growth and canopy and top.

Afyer 5th node like everbody and just leave it from there.

Another one. Keep finding mixed info about taking off fan leaves or leaving them on

I have a mother vegging. She was really tall and stringy when she was given to me. I just experimented. I turned her from a tall scraggly plant into a very short bush by Lst'ing her, topping, super cropping and singing out of tune :). It's fun to have a plant that you don't really care about to experiment with. At one point I even cut off the top 6 inches. Mj is pretty hearty.

This is all good info though. I never really knew when to top. Now I know.. Here she is on the left in need of a drink with my hps turned off.
