First Grow

Well, I'm new to the forums, and new to growing.
I can't afford any really proper ways to grow it, so I'm going off what I've got.
Don't know how well it's going to work, if at all.
Right now I've got 23 sprouts in 16 oz plastic cups, that are 1/2 to 3/4 filled with pretty generic as far as I can tell potting soil.
The strains are unknown, however I know for certain that some of the seeds are catpiss, I don't know which ones.
I started them off in a wet paper-towel, took 2-3 for all of them to sprout then I put them in the cups and I've been spraying them a few times a day with water.
They're all pretty wet and the sprouts are starting to shoot up.

I've scrounged around the forums and read all the stickies and FAQ's on growing and I've gotten a pretty basic idea of how to grow, but it seems like everyone has pretty nice setups.

One of my main questions is should I grow outside or inside.
I have a closet with enough space for them, but I don't know how much the lighting I would need would cost, or what I would have to do about the fresh air?

I could also grow them around my house, I live in Tucson, Arizona, and if you don't know, it's VERY hot, very dry, but we get LOTS of sunlight.
The temp has been staying around 103-106 F in the day, and in the 90's, sometimes dropping to the high 80's at night.
8 hours of dark and 16 hours of light right now, so pretty perfect, and it will probably stay like that until end of August?

I also want to know:
When should I move them into bigger pots?
How big should the pots be?
When should I move them outside if I do?
How much would lighting cost if indoors?

That's about all I can think of right now.

when u see the roots grow growing out the bottom holes of the cup.
about double to 2/3 bigger should be ok.
once they grow out of the new pots or even once they grow out of the pots depending how protective u want to be. ie wait for the second transplant if u want to play it safe.
the light cost about 130 euro on ebay hps. not sure of the running cost but there is information on both this site and a site called weed farmer which shows u how to figure this out.
if i was u i would go half indoor and half out door . if u can afford it. but you climate sound good if anything too warm plant some where that gets a breeze , might help.

in arizona i wouldn't grow out doors. i live close to u in nevada. it also gets that hot. the sun will cook ur plant pretty good. u probably would get better results indoors with some florecent bulbs. they r fairly cheap. if growing in the closet try to keep the door open & have a fan on the plants. as far as the pot size goes it all depends on what the max height of the plant can achieve indoors. if u have 8 ft. of height transplaNT into a 3 gal. pot. taller then wide. this willl give the TAP root room to grow.

i would start them indoor, as long as you stay in the mid 80's and water reg, they will thrive. depending on the strain they should be fine outside with plenty of water. maybe a timmed drip system twice a day. i would xplant when the cups are filled with roots, 2-3 nodes high. i would go atleast 3 gallon pots. you are a lil late to start but with all thos plants minus the males you should have a great harvest come oct-nov. i would veg with HID personally to get them huge. but obviously as you said you cant afford it right now. so veg with as many cfl's you can get in there comfortably, when you xplant go outside. (i would start my closet setup, buy things here and there while your plants are outside vegging under that wonderful AZ sun. take clones when they are mature and you know the sex, keep a mother and start your indoor!)
