First time grow lighting concerns

Hey this is my first time grow and first post.

My concern is that i don't have enough light to get my plants past vegetative stage of growth.

My setup consists of 2 18w T8 grow lux fluorescents for the vegetative stage ( i know its shit but will it do). I also have a 400w hps for budding which I know will be enough. I am only growing 2 plants in a cupboard using a ebb and flow hydro system.

Should i just start using the HPS now or continue using my fluo's up to budding time.

One extra thing I don't have the lights that high all the time i have them about 2 inch's away usually.

my advice is if you have a 400 watt hps system get it on there. unless you have a nice floro system to veg and yours is lacking. or a mh even better. id get the 400 watt up soon.

yea why not just veg with the hps

hps will be better in any case..

I now have 4 fluorescents should be good while my plants are small don't see the point of hps as yet. When they are a little bigger will prob put the hps up for the last bit of veg and the whole of budding. Thanks for your input guys I was just sort of thinking out loud with this thread.
