It can, but it takes a while and the plant will undergo some really strange new growth as it changes states. I don't know how bad your problems are, but I would revert back to veg as a last resort only.

IMO no. The nitrogen in the MG soil (which i used a long time ago) should have been used up and or flushed out a long time ago. 12/12 lighting is most crucial to induce and continue flowering, along w/ some p and k. Do you have a possible light leak somewhere? Also remember basic formulas generally will have a small amount of N put back into your feeding sch. around weeks 3 and 4 of your flower. Also remember that this is the crucial time for flowering so a lot of your nutes might need to be increased if youv'e been taking it easy on them. Monster Bloom is a fairly cheap soluble that goes a long way (1 tbl/5 gal.)which you can add to your normal nutes. It's 0-50-30 so do as it says. I've never tried Peters but his a similar n-p-k ratio. there is also MOAB.
Another possibility is bad water. Do you use R/O or clorinated tap water. It will cause these same problems due to a basic destruction of your roots system and inability to transfer nutes.

Sorry last post wasnt up when i sent my reply. You need a timer Brother, see you already knew the answer. Go digital, they are maybe $10-15 more but super accurate and will last longer.

If not the light schedule, it is probably light leaks. inconsistant 12 hour dark periods or light leaks can cause revegetation or hermaphrodites.
